How to add metal plates to a tactical vest?

The vest has pockets designed for it. Where can I buy the plates in? (not online). I live in Katy, Texas. How heavy is the shirt after you install the plates? 0-15 or 15-30 or 30-45 pounds? I know that many questions ... but .. make me bulletproof to small arms? (when they reach the plates) What are the boards really designed for?
