What does the flashing red hand means for crossing pedestrians?

Do you have a flashing red hand means walking, but only if there in cars coming? No sense to me ... My husband thinks that even though the light is green for cars to go, we will yield to pedestrians crossing in flashing red hand. Although I would not be more than anyone ... I Just think that pedestrians must yield to vehicles coming. Am I right or is it?

It means do not start to cross the street. Pedestrians always have the right of way.
