What is causing ALL my rechargeable batteries (cell phone, flashlight, power tools) not to accept the charges

Al Apparently, all at once, all of my rechargeable batteries, my cell phone, flashlights, power tools, digital camera, no matter how old or new ones will no longer accept a charge of enduring. I checked the voltage in my house and remains steady as a rock at 114-118. My house is old (1960), but I had this problem in the past. My electric drill was reliable as sunrise, then the three batteries that began not a few minutes off the charger taknig indicates a full charge. Around the same time all my other Bagan doing the same. Any suggestions?

I think they have developed a condition called memory try to download the batteries fully and follow the manufactures hope that addresses your issue
