What is the difference between "ultra-light", "light" and "regular" filter?

That is the one considered that the "lesser evil"? Is it ultra light filter means the filter is one that allows more nicotine to pass through or what?

Lights and ultralights tend to have more filters (usually up to 25 mm instead of 15mm flavor). The filter can also be compressed so it is more dense.
