Has anyone ever seen a dog that is being directed by a device in your mouth?

A woman near where I work who walks his Doberman with some type of device protruding from his mouth. The thing seems cruel and the animal not only looks very uncomfortable, but the fights and pulls out there trying get rid of it. It seems hard rubber cylinder with a ball on the end of about 12 inches from the mouth of the dog. That's what remains leader he is. I can not imagine how they put the thing in his mouth in the first place. It looks so horrible that I almost want to call the ASPCA. I've never seen anything like this. If there is a problem why bite not wearing a muzzle? Can anyone tell me what it is and why someone is using?

I've never seen anything like this, but the first thought that came to mind was that the dog had something in his mouth, but that makes no sense to continue reading. I would not call human society, but, ask about first.
