the form of painting that uses nickel-plated brass floor lamp with black paint and gold accessories?

There is a kind of shellac on the surface and also some rust stains. Should I use oil base or water base paint and then what?

First, clean it with lacquer thinner in an area well ventilated. If the lamp is actually made of brass, and attempt to polish or buff it.It will be much more valuable if restored to orrigional brass. Plan B: spray with primer metal i / and oil-based primer. Time to finish, sand and reapply if necessary. Then sprinkle with ooil Rustolium based paint or other metal. Gold should do with artists paint brush and liquid metal. Hope this helps. KT in Texas
