How do you handle an engine to test seized it?

Should be relatively easy to handle 1976 Buick LeSabre Custom to see if engine is seized? We had tested the starter and that's not the problem. What are the steps to take in hand the boot engine, and if that fails, what are other things you can try to diagnose the problem and save the engine? Thank you!
