How can I keep a water tank thousand liters of freezing, cheaply?

I am associated with a group of people who bought land east of Portland, OR. The 50 acres are on a dirt road, no electricity or water. Mostly for personal camping and party use, government regulations are permanent structures that can not be built. There are a couple geodesic domes. One person has been in a water tank thousand liters, with the idea of filling with snow and runoff rain water to help water the trees (Ponderosa) living there. On a shoestring budget, how can we maintain a full tank of freezing and break during the extended winter 0c? Burying the tank is not an option (rocky soil, no backhoe). Electricity, if needed, would be solar panel and batteries cell deep. Tank could be included in a simple structure, if necessary.

I do not know how cold it is in the operating room. so I do not know if this works or not. The first thing is to paint the black tank. Build this simple structure you're talking about. Are the doors to the south and left open in the day and close night. Use the solar panel and battery with a timer to power a water pump and water circulation in the evening.
