Belt cutter in a lawnmower Cox is not rotating, which could be the problem?

I replaced the pulleys and pulley cutter broke. After doing this for the cutter belt broke after short use. Replace the belt and now does not rotate when the mower is engaged. any help would be appreciated.

Faimiar with no lawn mower, but a problem of this nature is usually a pin or pin cut in the pulley. In other words, the shaft turns, but not the pulley.
