I use proactive every night and the second step is the empty bottle just use the other 2?

I use proactive every night and my skin is clear and I want to stay that way, but the bottle second pass (blue) that have poured out like him and now I only have 1 bottle and step bottle.Can 3rd step that still use it and not just the use of Step 2 a bottle because it is empty?
